Understanding LegCo in Hong Kong: A Quick Guide.

Hong Kong's LegCo functions as a mini parliament with the authority to enact and revise statutes for the city. Nonetheless, electoral processes for this assembly have witnessed a significant decline in meaningful opposition amid sweeping systemic transformations in recent years.

After the return to Chinese administration, a principle of "one country, two systems" was put in place, pledging that Hong Kong would keep a level of self-governance. In the years since, observers note that these freedoms have been systematically curtailed.

Key Milestones and Changes

Back in 2014, a bill was put forward that aimed to allow residents to vote for the head of government. Importantly, the selection was confined to candidates sanctioned by Beijing.

In 2019 was marked by extensive demonstrations, culminating in an episode where residents accessed the parliamentary premises to demonstrate against a controversial law.

The Effect of the Security Legislation

Passed in mid-2020, the National Security Law granted unprecedented powers to central authorities over Hong Kong's governance. Activities such as collusion were made illegal. In the wake of this law, all significant opposition organization dissolved.

The Current Electoral Framework

The council polls are viewed as Hong Kong's primary electoral event. Nevertheless, regulations enacted in recent years now guarantee that only candidates deemed "patriots" are able to contest seats.

  • Seat Composition: Currently, only 20 out of 90 seats are filled by public ballot.
  • Remaining Seats: The balance are appointed by a pro-establishment committee.
  • New Rules: Newly proposed requirements would compel legislators to unequivocally back Beijing's jurisdiction.

Public Response

Given most means of expression now restricted, not voting has become one of the remaining peaceful ways for residents to register discontent. This has led to record low voter turnout in recent LegCo polls.
