Red Cross Accompanies Militant Group in Search for Bodies of Captives in Gaza

The International Committee of the Red Cross (ICRC) confirmed that its representatives joined Hamas officials into zones of Gaza still under Israeli military authority to support the search for the bodies of individuals held captive.

Truce Terms and Captive Remains Return

As part of the US-brokered ceasefire, which took effect on 10 October, the group is required to hand over the remains of all captives as soon as possible. As a reciprocal measure, the Israeli government has agreed to transfer 15 Palestinian bodies for every Israeli body returned.

Hamas has to date returned the bodies of 15 of those held captive but zero in the last five days, as a portion of those bodies are thought to be in areas past the ceasefire boundary designating Gaza’s ceasefire.

Red Cross Role as Impartial Facilitator

“Upon the appeal of the parties, the International Committee of the Red Cross (ICRC) joined a party to the conflict as the party searched for the bodies of the deceased past the military-established ‘yellow line’,” said a spokesperson for the organization.

She added: “Those involved to the hostilities established the procedures of the mission and delegated the ICRC to act as a neutral intermediary. We was not involved in those negotiations.”

She additionally clarified: “Our team was not involved in the physical hunt for the bodies nor does it engage in the physical recovery of remains.”

According to global legal norms, it is the duty of the parties involved in a hostilities to locate, gather, and recover human remains.

American Demand and Regional Recovery Operations

Recently, the American leader issued a two-day demand to the organization. “Hamas is going to have to begin returning the remains of the deceased hostages, which include two Americans, promptly, or the other countries participating in this great peace will take action,” he wrote on his online channel.

As the two-day window neared, Hamas, joined by the Red Cross, teamed up with Egyptian teams, who were granted permission by Israel to search for bodies beyond the boundary indicating the withdrawal of troops inside the territory. An official representative said the delegation would use excavator machines and trucks in the operation.

This development was supported by an source within Israel, who told Hebrew-language media that members of the group had been allowed to access areas of the region under military authority to search for the bodies of captives, together with Egyptian and ICRC teams.

Footage released by a regional network appeared to show individuals of a Hamas unit – belonging to the group’s military wing tasked with guarding captives – escorting a Red Cross vehicle in a coastal area near a southern city, which lies outside IDF jurisdiction.

Challenges in Finding Captive Bodies

Efforts to locate for the remains of individuals taken captive has turned into one of the most sensitive matters in the truce agreed between the two sides. However, the effort to locate the bodies has been challenging from the outset, given the presence of an approximate 60m tonnes of debris across the strip, where, according to local health authorities, at least ten thousand Palestinians are listed as missing, buried under the debris.

Diverging Statements on Body Location

The group has stated it lacks information on the exact locations of all the remains, saying it has lost contact with a number of its teams that had been detaining the captives and were allegedly killed during military strikes.

However, an Israeli government spokesperson claimed that the organization was aware of the whereabouts of the remains. “Should the group made more of an effort, they would be able to recover the remains of our captives,” the spokesperson said.

US Position and Weapons Surrender Talks

Although the American leader has acknowledged that a portion of the bodies are difficult to access, he said that “others they can return immediately and, for unknown reasons, they are failing to do so.”

“This could be related to the surrender of weapons of the group,” he noted.

Washington has said it has obtained guarantees from the organization that the faction will surrender its arms, though no clear timeline has been set. They remains hesitant to give up its arms without solid guarantees about the future of its members.
